UPDATE: The answer is that you can NOT do a clean install of Windows 10 without a product key. I am working with MS Partner Support right now to clarify this problem and develop a solution. UPDATE: Please read the COMMENT below BEFORE trying this as we have found it does NOT work. In all but 1 case, this has worked and in the case that it failed, I simply imaged the PC again and it automatically activated. However 20% of those machines will not automatically activate and I have to use a simple and free tool to extract the Windows 8 product key from the BIOS and then use the CHANGE KEY function in Windows 10 to enter that key.
I have now done this more than 50 times on various types of hardware and found that 80% of the time big brand machines like Dell that have the Windows 8 product key embedded in the BIOS will activate as soon as the machine has booted and run its first patch cycle.
